One of the primary responsibilities of the Town Board is to adopt a balanced budget that accurately estimates the revenues and expenditures of the town in the coming fiscal year. The Finance Department coordinates with the other department heads to assist the Town Supervisor in preparing a Tentative Budget for the next year. The final piece of the development of the budget, the piece that often generates the most interest to the Town Board and taxpayers alike, is the determination of the amount of real property taxes that will be necessary to balance the budget. The amount to be raised by taxes, the tax levy is calculated by computing a tax rate and then applying that tax rate to the assessed value of real property subject to taxation.  The tax rate is usually expressed as an amount per thousand dollars of assessed value, for example $1.23 per thousand.

Once completed, the Town Clerk is required to present the Tentative Budget to the Town Board at a Town Board Meeting on or before November 10th, 2017.  After the Tentative Budget is presented to the Town Board, they complete their review, adopt it with any changes, and this becomes the Preliminary Budget.  The Preliminary Budget is then made available for public review at a public hearing to be scheduled no later than December 10th.  This is an opportunity for all taxpayers to see where our tax dollars are spent, and to weigh in on the process.  After the public hearing, the Town Board reviews all comments and develops the Final Budget. The Town Board then adopts the Final Budget at a Town Budget meeting no later than December 20th.  The Adopted Budget is then submitted to the Office of the New York State Controller and the County of Monroe.  Please not that Monroe County and each school district has their own budget process and schedule.
